Second, tungsten is needed for way, way more than just drill head and thruster. How about Trade Platform and Chem Lab?
Third, I checked both official and unofficial wiki, and neither holds the answer as I'm writing this.
So yeah, wiki is both outdated and incomplete. Check your sources before offering them condescendingly.

There's no catch-22, plenty of players have figured out how to go to other worlds without building the larger shuttles. There's always a way to do something if you simply read the game text.
If you use a printer and select something you've researched, you can highlight the holographic resource and it'll tell you what planets you can get it on. This info should be in the catalog but we forgot how to make tablets and UI's in the future so you have to hunt for the info. To that end, we have holographic technology and use a rotary physical index of things... it's weird.
