Why can't I make a small printer?

I've looked at a couple forums and they literally only talk about the medium and large printers. The game says that the small printer is unlocked but I don't know how to access it. I'm also trying to make a medium storage unit and I guess I can't do that without the small printer (That is also unlocked).

Small printer comes from your backpack printer, the catalogue shows you which printer the items come from, that's what the four tabs at the top signify.

Open your backpack and press the small arrows on the bottom until you find the small printer you need to craft.
