Medium Solar Panels Not Producing Power?

I am having an issue where the medium solar panels are not producing any power or flicker on for a second and go back off.

So I am on the Moon. My location is on one of the moon's poles, I have made a small pillar on a hill and have a solar panel in each direction from the pillar (NESW), pointing at a 45 degree angle from the ground.

The sun basically orbits around this, and at least 1 of the solar panels has direct sight of the sun at all times, yet don't generate power (or at least flicker on for a sec and back off).

I have this setup connected to the base through a line of 2 medium wind turbines and 4-6 small wind turbines (these wind turbines in this area do switch between on and off, and the panels still act the same in either state the wind turbines are in).

I'll also add that, I do see them open when the sun is in sight and close when it is not.

Found out, even if the panels of the unit is pointing at the sun, it does not generate power, basically the center point (or center of the unit model) must point basically near direct at the sun to generate power
