I can't use the terrain tool

I press E and nothing happens. It works in neither the tutorial nor the regular campaign. Why?

Edit: This appears to be caused by the "use" function having the same button bound to it (E). Unfortunately, I don't seem to be able to rebind "use", it just says "press button to bind" or something but doesn't react to any keypresses. How the hell did they manage to make this game even less playable than it was in early access...

I had the same problem but fixed it by going to settings and resetting key bindings :)
