Make undecrypted fault finder a trade resource

In my opinion it is annoying to have to run around and do the decryption 4 times just to get some nanocarbon alloy, it is already hard to get scrap so can you just make it where instead of having to decrypt them to become trade resources, just allow them to be a trade resource where you don't have to decrypt them.
