I actually would go even a step further and make this special augment as an internal upgrade of the Multi-Tool so I don't waste a valuable backback slot for it. This augment is so important it might should have it's own hotkey like ALT or Right Mouse like Build-Up/Flatten.
Maybe if there was keybinds for PC and a quickmenu for consoles for this advanced functionality of the tool.
Like hold-A on consoles and a small rotary quickmenu pops up with tool functions Flatten, Increase, Decrease, Level(unlockable), Inhibit(unlockable).
And the mod slots could be for additional shapes/sizes of tool like the vacuum, wide, narrow, and canisters (work light too ;) ) should use the tool slots and the other things that alter the functionality should have quickmenu/keybinds.
Wide + Inhibitor is awesome for getting resources but then you have to swap the inhibitor to grab that research node or kill the plants because the Shift/Alt/Ctrl don't do anything with the inhibitor enabled or just enable those functions with it since it only really needs to alter base functionality of left mouse hold.
So how about this with the inhibitor installed:
Shift disables inhibitor mod. Simple :) Shift doesn't do anything but sprint which it would still do but sprinting while standing still doesn't do anything so while shift is held down and left mouse hold is active, disable the inhibitor mod for terrain deformations. Then Shift-Ctrl would flatten, Shift-Alt would build up.
