Auto Extractor always consume power and can't be turned off

The Auto Extractor must be placed on resource and powered first to be able to turn off
Otherwise the 'TURN OFF' option won't be there, and remain the last state
If you extracted all the resources and try to move it with your large rover, it will drain 8U/s of your rover without a way to cut it off
