But yeah, while it doesn't seem to be an actual bug, it's certainly something that needs to be improved!
Since you checked that node with a solar panel it isn't a broken node(not sure if the unconnected node bug still exists) so your wind turbine either isn't high enough to touch the wind or wind hasn't moved through that location yet.
FYI: we use what's called a Darrius Turbine.
But just for reference, wind turbines in the real world lock down during storms or they could do stuff like this:
