There is no "other people without the DLC", you are on a separate save/world with no link to your other saves bar the fact you need one to create the world for the DLC content. My best guess is that anyone with the DLC will be able to join your DLC save as if it was a new game, which it is...
The DLC storms were added to the vanilla game, there are none in sylva.
Although you do have to play the base game to unlock the expansion, it is a separate game save.
There are a lot of whiny people on steam who complain about anything and think they are entitled to everything for free. Is it worth $10? I haven't played it yet, but I spent more on lunch yesterday, and that's gone. The DLC I can play, and play again in the future.
The DLC is a new planet with a storyline and a few new items. Some of those items are really only relevant to the DLC.
If you're expecting Astroneer to double in size and have a new system with 7 planets in it then no, thats not what this is and there has never been anything to indicate that it is. If you want a new planet with some story mission to do then go for it, thats what this is.
Not sure why people didn't read the store page and then bought it anyways when they could have easily known they wouldn't have liked it.
For the dlc itself, once I started playing it I was a little disappointed because I misunderstood what it was going to be. You will start at ground zero, nothing carries over between save files. But once I was about 20 minutes in I just re-framed my mindset to see it as "Astroneer Hardmode" and it was enjoyable to me.
I thought it was a good try from the devs at a story and like I said, it's just hardmode. Unlocking the planet is the goal just like in the base game and the dlc has more steps and difficulty.
