how do i unlock the hoverboard?

finished the quest where the codename "HVR" is in it, how do i unlock the board?

The vehicle unlocks are a chain of missions. after the first one use the radar to find the MAT on desolo.

It will want sereval items for 3 missions but you can bring them all at once. First is an exo chip. after that it wants 2 copper 2 zinc 2 plastic and 2 Aluminum Alloy.

Once this is done activate the MAT and head to a landing pad to recieve you rewards: A hoverboard, a QT-RTG and the hoverboard schematic

You will probably want to have a QT-RTG in you backpack at all times now to power it and your drill

After you unlock the hoverboard it will start the VTOL mission chain

as dj8472, the mission is a chain of missions, not just one mission. Prototype Recovery (the mission with HVR in it) is simply the 1st of 5 missions to unlock the hoverboard.

You can do the VTOL missions before unlocking the hoverboard simply by doing the mission of creating a Hydrazine.
