And since the people of SES do not read these forums (at least they stopped posting outside of the "Astroneer Events & Announcements" subforum nearly 2 years ago), it is very unlikely that we get a reliable answer here. But if there actually is a player who was able to find all curious items in a game, I'd like to hear about it, too. :-)
You would, on average, need to find 321 curious items in order to get the full set. That still gives you a significant risk of not finding them all though.
Curious items are absurdly common and you can probably get 100 from the surface of Sylva alone. This makes me think it should be possible at least. I've seen some people claim that they're found them all and given these numbers it seems plausible.
I haven't found any estimates for how many curious items spawn in a given world. My own guess is that it's probably a few hundred, maybe over a thousand. If you could find 600 you would have about a 99% chance of finding all 67.
You say you're still missing 23 so I'm guessing you haven't even found 100 yet. It could be because you're playing on an old world but there really should be more than that.
Maybe it's the old world, I started it a couple years ago. I may have found around 75 items (I scrapped a few dupes before I stopped), and while there might be a handful I've missed on Sylva, there certainly aren't/weren't even a hundred. Usagi is pretty good at spotting them. I also don't recall finding any on the other planets, but if so it was only a few.
I guess I should start a new main save.
Other planets should definitely also have them. Not as many as on Sylva, but they spawn everywhere. They can be found underground as well. From my personal experience I'd say Glacio has the most after Sylva.
Usagi is very useful but the range is still limited and if there are multiple POIs nearby it only shows the closest few. This makes it harder to find curious items or zebra balls on Desolo or Novus because the chess pieces add so many markers.
If you really can't find any even on Glacio I think it's safe to say it's because you're playing an old save. If you start a new game you could use the new custom game mode to increase the spawn rate I think.
100 is what I got from flying around the surface of Sylva for a while at 10x speed in a new creative game. I probably also missed a few and it would be a lot harder in survival but it's the best guess I have for how many you can expect to find.
