First, you have to unlock a surface level gateway on a given planet.
Then, you have to unlock the core gateway on a given planet.
Then, you can fly your shuttle to a satellite that is hovering over the sun. It can be hard to see. It will be listed as "???" or something when you mouse over it. Once there you can activate an odd stone which will activate the satellite.
From then on, you can teleport to the satellite from any CORE gateway (NOT the surface ones), and from the satellite to any core you have opened.
You can use any surface gateway to get to the core, then you take the core to the satellite, then the satellite to any other core you've unlocked, then the core to the surface of that planet.
It's a 4 step process to get to any other gateway in the system. So your best planet surface bases should be moved as close to the gateways as possible so you can be most efficient and not have to use the shuttles all the time.
