Report a translation problem
I have recently brought it up again in several places, have yet to get any real response to it.
I have a temporary fix which eliminates the need for me to swap screen modes and move the window each time I launch the game. At least, it works for me.
In your steam library right click Astroneer and on the general tab hit the "launch options" button and enter " -WinX=0 -WinY=0" (without the quotes.
Note that there is a space preceding the first hyphen (minus sign).

Since all my other UE4 games work fine and don't have this issue I decided to see if I could use some standard UE launch parameters and while trying various out I found the above to work for me, it seems to force the window to open at x=0, y=0 but on the primary monitor set by windows which for me is the bottom center screen instead of the left one the game would normally always try and start on.
As Wyvyrias above mentioned you can also move the windows to another screen with WinKey + Shift and then right/left arrow keys, you may need to switch from fullscreen to windowed mode before doing so with F11.

Also another thanks from me, this bug has annoyed me for quite some time!
A bit frustrating that something that should be simple to fix, like opening on the primary monitor,, still isn't fixed after all this time! :-/
