To make one tank of Hydrazine, you need two Ammonium pods and one of 5 portions of a tank of Hydrogen gas made with the Atmospheric Condenser. You then combine the two ammonium and Hydro gas using the chemical lab.

There's yer problem. Unfortunately, you do need to make a few trips to other planets using the junky tiny spacecraft with equally junky disposable solid boosters before you can build the crafting stations to make anything reusable.

I wish you could get around it, but that's currently how they've structured the progression.
