Put them on the front and back and once you're in the air you can move yourself about quite well by switching between them like a rocket.
Also, you get far more fuel than you think, the thrusters last for quite a long time.
what do you mean switching between them? And don't you need to run both of them at the same time?
This just means press Z to fire the rear, press Z to stop, press X to fire the other thruster, press Z to fire the rear again, now both of them are working, don't do that, press X, now you're going forward, easy.
If you fire yourself off a ramp and get some air (you can make it from barren to terran in a large rover) you can then thruster rear/thrust front to push you in whatever direction you want.
If you're using the large rover you need to have two thrusters on the same bumper, so you'll want 4 of them if you want them on the front. I think if you just want to use it like NOZ, stick with 2 at the back and put your seat on the front, with two large storage on the back, I find it makes the rover more stable and you can load balance it with items in the slots if you need.
