It's just that on the latest stream I heard somebody say they didn't want to turn it into no man's sky...
It will always have at least 1 solar system, yes (it's not known if a whole universe will happen). But of course lots of planets can fit into one system.
Other games for scale. Kerban space program has 6 planets and 9 moons and any number of random asteroids.
Don't really need that many planets and moons to run through all the traditional environments to experience. Like No mans sky, millions of the same ~6ish biomes randomly generated.
