It is easily avoided by not twitching left and right while driving.

As for the gameplay I get the complaints for repetition because what you're doing is obviously very repetitive but I feel that the game's systems let you spice things up. The area design is good too, there are always multiple entry points for different approaches so it's easy to bring variety to your own gameplay (stalking vs. agressive approaches and the mix of them) and when an area is repeated it's easy to avoid doing the same thing over and over again.
And for an open world game there is just very little random nonsense in here. Everything Lincoln does (except for the races I guess) he does for accomplishing his goal, it's not like GTA where you go "okay that heist was fun let's go play tennis", everything serves the narrative and that's great for a Mafia game. Of course I'd rather have something like Mafia 2 that is all story and gameplay with no filler but the filler is not bad here.
