I suspect the launcher update has broken the game.
Guess this also revealed to me that not only were the splash screens taking a long time to appear, they were also laggy when they did.
But at least it is playable as I have it now. With bordered window mode and Steam Overlay disabled. No more lag, no more freeze. Can alt tab as I wish.

So if anyone is having this problem try adding -windowed to the launch commands as well. If you want full screen, use alt+enter after the main menu has successfully opened. as full screening while the splash screens are running may crash the game.
launch in 2k launcher before change to no Vsync, Windowed and 60fps.
After in game mash the aim button to hear sound of drawing weapon and pres Alt+Enter. Will trigger fullscreen, then go into settings and turn on Vsync and unlimited FPS. MAKE SURE TO NOT TOUCH THE FULLSCREEN SLIDER IN THE MENU OR IT WILL CRASH.
This is the only way I was able to make it work for me.
1- Launch game with the launch option. The changes below do not work from this screens
settings option.
2- Let the game load in windowed mode.
3- Start the game play while in windowed mode.
4- Pause game and select options.
5- Select display.
6- Turn off VSYNC
7- Turn on fullscreen.
8- Turn VSYNC back on.
You should be good to go from there.
* This has to be done every time you launch the game until a patch is released.
