The second step where you disable fullscreen optimization worked for me.
Right, but leaves it in windowed mode. That causes its own issues.
When I try and play I constantly click outside the window and the game stops!
EDIT: Well, it's not idea to have to buy something else. But I already own a program called "Lossless Scaling" (it's available here on Steam) and that lets me work around this.
Set up a game profile with Scaling Mode set to Auto & Fullscreen in the two drop down menus. Scaling Type set to Off. Other options set how you'd like in the rightmost column. Check settings for what the Scale hotkey is (mine is set to Ctrl + Alt + S, not sure if that's default). Let Mafia 3 start in windowed mode. Set the resolution you want in the options menu. Then use the Scale hotkey shortcut and boom, full screen and the game keeps running.
Sucks to have to buy another program to make this game work, but since I already own this program, I'm going to use it. Good luck to you OP as well as anyone else running into this issue.
temp solution works
while in windowed mode, you can turn Vsync off and then you can go into fullscreen. Have to do this everytime. Yep seems to work for me.
