when i go to where he is jailed and open it nothing happens, on YT in the mission Lincoln asks him if he was good.

I think it just takes a bit of extra patience?

I just did this quest today, and ran into the same problem. So I made sure there were no enemies left, then I moved a body that was partially inside his cell... none of that worked and I don't remember what (if anything) made the difference.
Which is why I'm guessing it just worked itself out?
