Game was made for 30 FPS. It is actually unplayable at anything above 60 FPS. There are certain missions you cannot complete when the FPS is too high since this is a console ported game.
You didn't say you checked this, but is your CPU or GPU overheating and throttling down?
In regards to the CPU heat, it could have a bad thermal paste seating.
Did you disable Fullscreen optimizations for the game?
Did you turn off Vsync in-game and set the in-game FPS limiter to "Unlimited"?
From what I hear your CPU power will dictate the Max FPS you can get in this game. (I don't know if that is true or not.) And I don't know if the game is single or multi thread, but I suspect is it since it is a console game. And a single core may not give you enough power for sustained high FPS.
Mafia 1 and 2 gone always to 165 fps, I disable vsync and set 165fps max on rivatuner in all of 3 games. My cpu or gpu doesn't heat so much to limit fps to 30.
Fullscreen optimization I don't know what is it.
Mafia 3 has more problem that are: random crash or blocked game quitting option page, I never played a so bugged game really
Google search it if you think it is right for you.
Is it good to disable fullscreen optimizations?
it will not affect your framerate at all, but will affect the delivery of frames to your display. frames will be passed directly and will no longer need to go through your window compositor (DWM) first. so it won't improve framerate, but it will improve frame latency and possible frame jitter.
When you try to do something with a game that it was not designed for then yes, it will have a lot of problems. You are not playing the original Mafia, or the original Mafia 2, both were re-done with a better engine than the state they left Mafia 3 in.
It runs as well without fullscreen but it's worst to play because you don't see all the game screen (window mode is bugged). An other thing, this game make my cpu heat a lot, not more than the necessary (like max 91 grades and it's ok for my cpu, but warzone bring my cpu to only 60 grades). Is not the original but other two remastered gone as well, this Mafia 3 is the worst game I played in my life
It took me an embarassing amount of time to figure that out because the inteface is awfully laid out, so here's the solution:
Start a new game (as there's no options in the main menu for some stupid reason) > pause the game > go to the Options tab > tap Right on the dpad (or equivalent on keyboard) until you find the Display option > then you can change to your desired framerate and the game will actually apply your changes.
