Is the Sign of the Times bug still present?

I just read that if you start a new save without deleting the existing saves it can result in a game breaking bug when meeting Lincolns aunt at Sammys. Which was news to me, I just read about this and am on a new playthrough; I've recruited the 3 bosses and took over the fourth district and now I have to potentially restart the entire game? ♥♥♥♥ sake.

I never had a problem, finished the game 4 times. Perhaps they ran into an issue and simply did not know how to get past it. Most times, just reload checkpoint is all it takes to fix the game.
