I remember a very brief cut scene that mentions it, but nothing in detail. I cannot find any literature on it from an internet search. i would appreciate anything you may have.
i am assuming, based upon his background and actions in game, that the phoenix program involved activites such as espionage, search and destroy missions, and assasinations.
All of these activities are good and well if the only path for this game was to destroy Marcano and his group, including the rackets and assets. However, the game provides the opportunity to take control of these activities. That is what i take exception with as he is not trained to manage a crime syndicate.
maybe i haven't played far enough in it, but there is no managing at this point. I have taken over a couple of districts and was forced to assign them to specific people. All tasks that i am doing are go fetch, go kill, go collect money activities. There is no management.
Correct no leadership. I don't see how him telling these people to do as he says or he'll kill them next is a good representation of leadership. he also just says kill this guy, then this guy with no detail. Finally he has that snake jon donovan tape the call.
Funny enough, he is distrustful of his 3 lieutenants, but very stupidly drinks the whisky that Marcano offers him at the end. If Marcano had any cyanide on hand he could have easiliy laced it and killed Lincoln with that "have a drink with me" trick.
