my 144hz monitor only runs @ 60hz...
Refresh rate is defaulted at 60hz, other games allow me to select 144hz since my monitor supports it.
Yep it works, would be nice to have 144 in real full screen though.

just noticed you dont even have the game it seems.
The fps setting in-game has nothing to do with initial refresh rate of the monitor when game starts, usually games use the highest available HZ-rate, except Mafia, which has it default at 60hz.
also uninstalling the game doesnt remove the owned game symbol, plus its not in your recently played list, or owned game list, but never mind :)
You do know that FPS isn't refresh rate right? This might better explain it with pictures. The refresh rate NOT FPS gets high-jacked by the game and forced to 60Hz. This has been happening to a lot of new games recently. Some get fixed, console ports are iffy.

Are you using Nvidia or AMD by the way?
I think it's drivers related + bad forced sync ingame. Just my opinion.
Nv BOOST..
I'm thinking the Nvidia solution brought up is a pretty solid choice if you have that ability. This is a workaround that shouldn't be needed in the first place and doesn't help AMD users unfortunately.
FPS output can be 1000 but if the screen is set to 60Hz, it will only display 60 FPS(with a fcked up amount of tearing), thus it's not helping anyone barring some input lag improvements.
