Junction box Missing?

Trying to find the last junction box in the downtown area but cant find it or it's missing. Just wondering if anyoine else has found it yet as I've tried underground cannals and looked for tunnels in the area but it has me stumped. Any help is appreciated!

I just found it in an underground car park the entrance to the car park is next to the tall skyscraper. there is another entrance to the car park to the left of the building with the junction box marker

I spend a ♥♥♥♥♥♥♥ hour scouring the entire coastline of River Row, Downtown, and French Ward for a boat, and absolutely zero were spawning. I eventually got one, again, after an entire damn hour.

I then tried to find that junction box within the canals and nothing, zip, nada. Until I find this comment nearly a decade later.
