I think it was more of a nudge for older fans of the game as newcomers won't really care about him due to never having a relationship

I get the feeling that the story Vito told you was what Vito was told, perhaps some false information fed to him.
It's very odd indeed, there has to be a really good reason why, I mean a really really good reason.
I think maybe he's hiding in plain sight, other mobsters probably don't know how Joe is supossed to look, Leo introduces him with another name and keeps him close. revealing himself to Vito may endanger him if it was the case.
I can see maybe dlc or the next game involving vito, joe and lincoln going up against leo and thus reuniting joe and vito, unless they become enemys, the latter would suck imo.
