assigning districts?

Is there a difference between assigning districts and assigning rackets? I've assigned multiple rackets to Cassandra, it's telling me to assign a district to her but I have absolutely no idea how to assign a whole district to her, or the other bosses.. Any help would be appreciated.

Districts are assigned once you completely take over.

Any assigned rackets will be automatically assigned to the boss who you will assign the district to. So if you, let's say, assign 2 rackets from 1 district to Cassandra and then assing the district to Vito, he will get both the rackets and district and Cass will probably be pissed since you initially gave the rackets to her.

you have to kill the enemy boss before you can assign a district
when you assign a district to someone, alls the rackets go over to that person. so if you, for example, assign two rackets in barkley mills to burke but then assign the district to vito, all the rackets are vitos as well

For greatest efficiency try the guide above. Also to maximise profit and prevent tension between the underbosses (unless thats your goal) all the rackets in a district should be assigned to the corrosponding underboss.

Ahh rgr, thanks guys.. On another note, have you guys had issues where there are listed objectives to complete a mission but when you click on said objectives nothing comes up on the map? I've run into several missions like that and I'm unable to complete 2 of them because I can't locate a couple of the pre-req's for completing it, and it's driving me mad..

it seems they are only assigned to those districts because of character then everything else.

and try to zoom in on the map. maybe you see then where to go.

I don't really see any conclusive reasoning by Sergey over at gameskinny as to why he advises this specific district assignment. I have followed it so far. The first three were more or less a given, Point Verdun, River Row and Delray Hollow being the respective home turfs of the three mob bosses, but after that...

I strongly advise, whatever district one choses to play after the initial three, for it to be one assigned to Vito Scaletta. His 'Consigliere' extra makes an invaluable help early in the game, as she not only takes your money to stash away safely, after being assigned the 2nd district she gaines the ability to collect the kickbacks of all three mob bosses. I cannot emphasize enough how important that is, because early in the game you always need money to nix police operations or cut phone lines or buy supplies if you don't want to drive all day long to get enough health packs and tac vests.

NOW: why do I think the assignment explanations are bull... AFTER assigning 'downtown' to Vito as advised, after a couple of hours real time into the game, he starts complaining how he doesn't feel downtown to be the best choice for his skill set. Burke doesn't comment on downtown, Cassandra on the other hand says, how unfortunate it is, she didn't get her hands on downtown, because she already had a full plan worked out how to optimally develop (and further down the road probably 'milk') that district.
In that context she also says that she fully respects your decision not to assign that district to her as it is your choice, but still she strongly disagrees with it.

Maybe that's just BS too, but two main characters giving complementary comments as the time line progresses seems - now that I am working on securing the sixth disctrict more then just plain coincidence.

Add on: After securing the 6th disctrict (French Ward) for Burke he reacts by saying 'FW is a place after my own heart.'
