So the only reason for locking it to 30 fps in the first place, is terrible optimization.
Patch / Fps limit removal did nothing...

Having a stable 60fps here on a gtx 1080 on max settings...
And the patch did what it needed to do, run the physics on higher frames rates and client sided to have 60fps or more. How you come up with ''did nothing'' is beyond me.
And non of this answers OP question. Which is to check the settings, maybe lightning or shadows give a worse performance.
I have 1080 FE + i5 6600k
ambient occulsion on medium and AA on low. Everything else is maxed
Then you should able to run it at 60 stable. Got the latest Nvidia driver? Nothing run in the background that could interfere. Make a new save file or check intregity. Check if the nvidia panel settings forces some settings.

I only have steam running on the background and I have the latest driver
I disabled vsync both ingame and nvidia control panel, any suggestions?
Try turning down volumetric effects and ambient occulsion
I don't have one yet so I can't confirm it but I hear good things.
Plus, when driving inside cities and places with many buildings it also drops to 30 and below... I don't think this should happen with a GTX 1080.
Btw I have an i7 4790k @4.0GHz and 8GB Ram.

For some reason, if I try driving in those same areas I'll drop right to 30
nvidia cpanel just max performance forced instead of optimal.
