Even a badly optimized game cant push your hardware beyond its maximum load. It overheats because your cooling cant handle your hardware, period.
You might want to take a look at the GPU and check if it's covered with dust and if it is, try and clean it as it might help with the heat.

Im running 15-2500@ 4.1ghz,GTX 980, 16gb ram.
At 60fps my card runs about 10*c more than at 30fps and my CPU goes up a small bit but never over 55*c and my cpu cooler isnt all than really. Running a Cooler Master n512...I think thats what its called.
But I also need to clean the dust out,havent done it in almost a month and half.
Its a bad port.
No other game heats up my PC like Mafia 3 does.
