A few games have been like this in the last few months.. Might be time to start looking to upgrade.
You hope the devs fix what problem? You think they can magically write code that makes newer games using newer technology run on ANY old piece of hardware out there? it's not a "problem" as you put it. That's like me saying "OMG I can't run Crysis on my calculator, the devs better fix this!!!!"

No Mans Sky was in the same situation and devs released a patch... So its patchable.
But OP should really consider a CPU-upgrade...
In terms of CPU, yes. I would be surprised if not. Im running an i7 4770 CPU with GTX970 and 16GBs RAM. 'Flawless' 30FPS lol.
According to your CPU's Feature List - sadly No.
You should consider an upgrade in CPU and GPU tbh.
Go for GPU first and later on an FX 6000ish. FX 6350 is around 100€ - 120€ here where Im living at.
Hm I THINK, you should be able to expierence the full 30fps immersion xD.
Not sure tho, since Im running a GTX970. But cmon.. 30fps.. just lower some not necessary graphic options and you should be good to go.
