My Rig:
Intel i5-4690K @ 4.5GHz
16 GB DDR3 RAM
AMD Radeon 390X 8GB VRAM
Windows10 Version 1607 (Build 14393.222)
AMD Driver 16.10.1
I installed Windows Update Troubleshooter https://support.microsoft.com/en-us/instantanswers/512a5183-ffab-40c5-8a68-021e32467565/windows-update-troubleshooter
I ran the application, went through the steps until issues were either fixed or not
I then downloaded and installed the correct KB file that the devs dont mention ( choose which OS you got then download) : https://support.microsoft.com/en-us/kb/2999226
Restart when prompted and let the computer update for 30 minutes to an hour
Repair the C++ redistributable by going into Programs and features and clicking uninstall, but instead of confirming uninstall, click repair instead.
Bam, no more crash on start up for me, hope this helps and for anyone on a nonlegit copy of windows, you can still install security updates manually and this will still work.
