If you want to reshade the game to make it look better, here are the instructions which should help.
A quick ReShade preset that basically saturates some of the colors and adds sharpness. The Mafia 3 PC port is a giant mess right now, so this should at least make things a little bit better.
Install Instructions (Kinda complicated, don't blame me) :
1. Download ReShade 3.0 from here: http://reshade.me/#download
2. Install it to the Mafia 3 game directory and select "Direct3D 10+" as the library. Install the reshade-shaders that it asks you to as well.
3. Go through the ReShade in-game tutorial.
4. Download the We Wuz Colorful preset. You can find it by doing a Google search. I can't link it here because the Steam filter just removes it. Paste the preset into your Mafia 3 game folder.
5. Go back to your Mafia 3 game folder, open dxgi.ini and add this line to the file under the [GENERAL] section: PresetFiles= E:\Games\Steam\SteamApps\common\Mafia III\WeWuzColorful.ini
6. You may want to change the file path above, but once you're done, save the file.
FINAL STEP: Press Shift+F2 in-game and select the We Wuz Colorful preset. You can select it from the dropdown menu under the "Home" tab.
I am using the following settings in-game to help out a bit with the blurriness as well as inconsistent frame rate with the new patch:
Depth of Field - OFF
FOV - 75
Motion Blur - OFF
Anti-Aliasing - LOW
Volumetric Effects - Low
Reflection Quality - Low
V-Sync - ON
FPS - Unlimited
These settings allow me to run the game at a solid 60FPS with pretty good visual quality.
I also went into the NVidia Control Panel and enabled AA there and set the mode to Override any application setting.
