Issue a Steam Support ticket :>
They lost their reasonable ways when NMS turned into a refund war.
I imagine everyone working for Steam naturally develops an allergy to refunds.
Still worth a try because the 2 hour limit is there to prevent people from exploiting small indie games. Whoever is looking at the ticket will know that 2 hours might be past the limit, but it's for an open world game, so they might consider it anyway.
Just simply explain you may have needed a bit more time to try the game or that you left it on and that you are just simply not impressed with it.
