This is because 720p upscaled.
If textures are at 720p the higher the resolution you upscale to the more blur you are going to see so ofcourse 4K DSR is going to be blurry. It display 720p in 4K essentially. Which results in pixels unable to provide detail as 720p image is way too smaller compared to 4K so it replaces those pixels with blur. Plus 30fps alone adds some blur.
The game looks "cinematic."
Hanger 13 must consist of old fired Ubisoft developers. Trying to provide us with that 30fps more cinematic feel!!
Ya know because everyone wants a video game to be like they are watching a movie right?
using any kind of upscaling instead of native res rendering is beyond me and an absolute NO-GO for PC games. but that's maybe just me.
