of course, i have no idea if you can free roam after beating the story, but it could be possible.
Its sandbox to the extend that you wont be able to interact alot with the world and its mostly there for you to drive from A to B to do main/side missions. Its not like you can drive to some spot and shot a random guy and something will trigger or you can interact with random people. its very fixed, there is no point for you to "explorer on your own"
I call it the illusion of sandbox.
When the 10 hours main story line about Killing the racist Italian mafia for revenge is done there is no reason to play on, ofc you get a few extra hours if you do the "kill racist dixie" side missions
I can find you "even if I dislike some of them" alot of sandbox games where you can actually interact with the world and where it makes sense, in this game it does not make sense (you still play the game in the other ones, the difference as I said is that you actually impact the world)
But if you are alright with a dead world you can't interact with but do nothing in but main/few side missions, then its perfectly fine for you.
