But not want to do main story yet.
As always with these kinds of games, I start with collectables and side missions before I start main story.
I keep it in mind.

Yep, indeed I do. Farcry 4 for example, colleced all and did side missions first. When I got to main story, my character already was mostly upgraded and such, easier to start all the missions then.
Well, then you'll just need to ignore the "enforcers killed" stuff (since there are none). It's just a gameplay element which is introduced during the first couple of hours.
