French Ward Bug

I've just taken over the French Ward racket (drugs) and the district, and assigned both to Vito. But I havent recieved a call for another sitdown cutscene, and it won't turn blue. It's probably not earning for me now either. It has 2 blue vito safehouse icons but the general area is not blue indication a takeover. Any ideas?

im stuck even before, assigned one racket, but have no more missions on the map so i can't finish the district. its a game breaking bug, u cant continue the game now.
