As for pisssing them off, they end up being conciliatory by the end but are never exactly happy when you hand off territory to anyone else. They all make their case for why they should hold X turf, but Vito is the most chill about it overall.
One thing to avoid doing AFAIK is giving temporary holds to one character and then giving the region to another during the sitdowns. I did that early game because I thought initially that the place I captured was meant to go to Cassandra (didn't see the tabs for the other two) since she is the default choice, then the next bunch of places were the same and I finally noticed and switched out her gang for Vito. She was not happy about that.
