Trashy game engine
What is up wit this shi**y engine that Hangar 13 used for this game and Mafia Definitive Edition? After finishing DE I wanted to replay Mafia 3 and this game works even worse than DE. There is freezing, FPS are all over the place, it dips even to 34 fps which is insane. Overally game plays like trash. I launched it without 2K and it still works the same.

Same as Mafia DE, you need to disable FullScreen optimizations for it.
Enabling Anti-Lag/LLM in AMD/Nvidia drivers help.

I found both games just as heavy / resources intensive, with the same performance in both.

Disabled it and still works like poop. It's funny because 4 years ago it didn't work perfectly but at least it didn't freeze and dip down to 30-ish fps.

Have you tried disabling vsync?
The game runs in Illusion, a engine I know hardly anything about. As far as I can tell it's only the Mafia games since 2 that use it so I can only guess Hangar 13 made it themselves. It's very CPU dependant unlike most other engines these days and that's probably why so many people have issues with the games.

Yes, I tried to launch it from exe, turned on "disable fullscreen optimisation", changed some settings to lower, disabled the launcher in the game settings, priority is by default high in the task manager and still the game is almost unplayable. In 2018 it wasn't perfect but at least my fps were over 50 most of the time and there was no stuttering and freezing. Maybe Definitive Edition f**cked something up. I'll try to do a clean reinstall of my GPU drivers and maybe I'll clean my PC today and see how it works out. Maybe it's on my side.
