In the real world, you break a traffic law, a cop will pull you over for it. Especially when you do it right in front of them.
Imagine a cop sitting at the red light, and you blow past them at 100 MPH. They will chase you. But in this game, there are no consequences to your actions.
Unless you actually hit somebody or the cop. Then they try to murder you, there is no 'arresting'.
and tickets
It has been dumbed down for the console crowd. The same crowd that brought us map markers, because they can't figure out where to go by the story/plot.
