Hello is it possible to get my money back from the safe?

There are about 400.000 Dollar and i cannot use them!

you are problably just confused by the value of your rackets. You've always access to the deposits within your safe, the only difference in the deposit vs. cash is the penalty on death and that's it.

And because of that you can't get the money out of your safe, because it wouldn't make any sense.

is it saying 400k on the bottom left of your ingame ui ? or on the map / underboss screens showing the value of the rackets ?

as anything in your safe you can spend will show up on the bottom left of the ui, but to have 400k there im guessing you would be playing the game quite a while and i find ti odd that you would be confused as to how it works, screen shot perhaps ? or does it still happen after you reboot the game ?

The money is automatically taken from ur safe when u buy stuff from the associates. First it will empty ur wallet then the safe.

I can buy ammo end so on with 0 dollar cash in my pocket!

While you have money in pocket , if you die , you lose up to 50% of that what you had .
But having money in safe , if you die , you lose nothing .
You still can buy Ammo ,weapons ,med-kids.... The money will be taken automatically from your safe deposit .
