Tune: drive to a garage.

Also, unlike the previous game, you only have certain cars available in your garage. You do not get any street car you find. But, no matter how much you demolish the called car, you can call it again and it is brand new.

You don't call Burke, you call the service he provides once you unlock it.

the in-game tutorial explains how to open the radial wheel. For me it is the middle mouse button.
