How do I unlock Nikki Burke?

I`m already in late midgame, all 3 underbosses are unlocked and I`m doing more district missions. All 3 underbosses and their lieutenants are unlock, only Nikki not, whereas I can do missions for her. Why?

Did you go talk to her in her separate garage/boathouse in Burke's junkyard after having talked to Burke? [Burke directs to go down to the Bayou and take down the Dixie Mafia moonshiners. Nikki tells you the best way to do that.]

Yeah, did that. Now I did a side mission for her (stealing the alcohol), now she is unlocked, weird.

NOTE: Each Underboss has a lieutenant. (Cassandra-Emmanuel, Burke-Nikki, Vito-Alma) EVERY time you give a racket to an underboss, you can/should do a side mission for the associated lieutenant. (Emmanuel-marijuana delivery, Nikki- moonshine delivery. Alma- contraband semi-trailer delivery.) All side mission deliveries go to the racket that was just assigned to the underboss.

You SHOULD do these side missions because each increases the underboss' Earn amount, which increases the kickback amount that the underboss gives you. Cumulatively, the side missions can add another favor reward level from the associated underboss.

You might have to do it more than once, until each district money making site is at max earn. Hover your mouse over the money making site location to determine if it is at max earn or not.

I have played through the game AT LEAST a dozen times. Since about the fourth playthrough, I have made a point of doing the associated side mission IMMEDIATELY after having assigned a racket. And EVERY time after the delivery to the new racket site I was informed "Rackets at Max Earn."

I can see that if a player does NOT do the side mission after the first racket gets assigned, after the second racket gets assigned there will be two side missions available, one for each racket.

The ONLY time I have ever had to do more than one delivery to a given racket was because Lincoln got killed AT the racket before actually driving into the red circle and getting the "Delivery Complete!" message.

NOTE: In the case of Vito's side missions, the "Seems Simple Enough" Objective panel stays up, even after having made the delivery. It will even show a mission destination for the side mission. But if you go there, there's no semi-trailer waiting to be hijacked. This is a known bug dating back to when the game was first launched. However, for whatever reason, the devs have never corrected the problem.

I said you 'might' have to. If your going to give advice, it should be advice for all player types.

And second, almost all the districts come with 'two' money making venues that you have to max earn both of.

The rackets themselves don't generate the "Rackets at max earn" message. The "max earn" is actually that of the UNDERBOSS who is at his/her max earn, of which their rackets are their primary contributing factors. [And in truth, a racket could very easily be NOT at the greatest possible max.... if Lincoln did NOT let the racket boss live and recruited him, and did likewise with ALL of the available Informants.] As such, the message would be more accurately, "Rackets at max earn _under the current circumstances_.".... but that would be pointlessly wordy.

For example, say that Lincoln has taken over both rackets in a district, but has not done either of the two associated side missions. Completing one side mission does NOT generate the "Rackets at max earn" message. When the second side mission gets completed, _then_ that message appears.
