cant get weapons Reload Speed upgrades , said : Raise Cassandra's Earn to $370000 to gain this upgrade
but the question is , her Earn is full , and there is no more side massions to do .......

She needs to be assigned more than 3 districts to get that earn. If you gave each underboss 3 districts, you will never get it.

No. Vito and Burke also have stuff you can't unlock if you distribute the districts evenly.
