How do you get the special outfit and gun?

The outfit looks like it might be a mod. I've accessed all the clothing (like the Hawaiian shirt) and I haven't seen any outfit like this. Looks like it was probably yanked from Mafia II (one of Vito's outfits). As far as the gun goes (assuming it's the very first one in the video) there's an array of guns in the 'No Stones Unturned' story so it may have come from there. I know that there isn't anything like it in Mafia II so it probably isn't a mod.

I just googled it and it seems like you get that outfit and a special golden magnum IF you link the game to some 2k account, i dont know whats going on but its too confusing with all these accounts.

Yes. you had to link to the company's website and set up an account to get that. Trust me. look at the hours I've played. Different degrees of difficulty, switching around who gets what or maybe two of them get nothing. Then you're tasked with an even bigger battle. But when all is said and done, you don't need that particular outfit or that particular gun to take over New Bordeaux. Cool as they might be.

this outfit was a free dlc awhile back. i have this same outfit too.

IF my memory is correct I think it was probably a free bonus DLC if you pre-ordered the game before launch.
