Do you perhaps have a laptop? And what GPU?
I never use GeForce Experience so not sure how to troubleshoot that, to be honest.
The only one more thing worth mentioning here is that the latest Windows 10 May 2020 Update can corrupt Nvidia drivers and the games are not working properly. This is just guessing cause I don't know your OS.
So if you can reinstall your GPU drivers at least, maybe that can help. That's all I have.

Depth of Field: On
Field of View: 65
V-Sync: On
Ambient Occlusion: High
Motion Blur: On

Shadow: High

Volumetric Effects: Low
Anti-Aliasing: Medium
Anti-aliasing doesn't hit performance much but the taa is so aggressive it makes the game blurry af so I prefer it at low, but that's me.
But if you don't want to use Reshade and you own an Nvidia GPU, you can enable Image Sharpening within Nvidia Control Panel. It really helps to reduce the blurriness. (Manage 3D settings > Program Settings > Mafia 3.exe)
For me the best settings were 0.25 for sharpening and 0.17 for film grain.

Just rename the exe back to mafia3.exe instead of mafiadefinitive.exe .. then let geforce experience scan for games and it will reappear .. worked for me
