Report a translation problem
Go to Manage 3D settings>Program list, add Mafia 3: Definitive Edition application to the list and select the 1060 on the list.
(I don't have laptop so not sure the correct name of the setting, but should be obvious for you).
I have nothing on my mind about fullscreen problems and possible solution, but for graphics check in-game options. There is a new option called Texture and for some reason most likely it's set to low.

Same goes for you. Check in-game options and find Texture setting and make sure it's set to high.

You can bypass that pop-up if you disable Launcher within in-game options. Set Disable Launcher to ON and you'll be fine.
