Fix the microstuttering
Over a month and ive still not played this game due to microstuttering, when are you going to fix this?

First.... Youve played this game for 4 hours.
I presume you have logged a bug report with the relavent system info rather than just moaning here.
i have explained it many times and i will keep reminding them until it gets fixed, i bought this ♥♥♥♥♥♥♥ game and expected it to work but it doesnt and its been over a month, we have to make these people understand they cant sell games that arent working!
So that's a no then, the problem with micro stuttering is it often linked to individual systems and how they are running so is very hard to patch for, what are your pc specs, are you running a dual card or a sli/xfire setup?

Thats not true since i play all other games stutter free, something is wrong with the game.

That's the issue with stutters , lag and micro stutters, not only are they often confused for the wrong thing, the issue is often a local issue, and won't be universal for all games, it's an odd bug unfortunately, best bet is to contact the support with a video of the issue, as that is always more useful than descriptions (not saying you have the diagnosis wrong, more for anyone who may have similar issues).

Turn off windows defender if you are it on.

Try and tell me if it work.

Simply cause i was on stuttering after last patch, unplayable, and turning off WD has solved it totally for me.

I dont think so
just watched that vid, and thats not showing a microstutter, thats showing straight up lag , most likely caused by the system eating all of its available ram, vram or cpu, but as you are on a 980ti and a i7 4770k its more likely to be the ram.

as you mentioned the issue came about after a windows update, have you gone in and double checked a load of services didnt get enabled as well as the xbox apps dvr feature (might need to sign in to actually disable it).

also any chance you could install and run msi afterburner, set up the overlay and play the game and see if anything is odd with the system, namely the ram and cpu %age use (could also just use the performance tab under task manager if you have 2 screens but afterburner can be setup to have more details).
if the ram usage is particularly high at the moment on your system it could be an issue i had where after a windows update, my system decided to start using my ram as a pagefile, thus using it all (16gb) up leading to the exact same kind of freezes.

Nothing is wrong with my pc and i have 16gb of ram and ALL other games run fine except this one and dishonored 2, both broken games. Ive had this problem since the beginning since the game is very badly optimized. I dont have lag, i have microstuttering. From now on i will never pre order a game until im sure it runs well.
so,you haven't checked, anything ive asked it seems, wont try a fix someone else suggests, but your pc is working fine, yet you seem to be suffering an issue that 95% of the time is caused by a local issue, but hey, i guess i must be wrong, oh well, sorry for trying to help, twice.

edit - you wont know if a game runs well until you buy it yourself technically, even if you dont pre-order it, though i will say waiting to see if there any common issues is a good idea, one i dont follow as i am a sucker for the extras (i know im part of the problem), which is why i tend to pre-order the night before release, and if it doesn't run, i refund, or try fixes i can find or are suggested to me.

i dont know what you are talking about since i didnt get this problem after a windows update and i dont overclock, it is 100% the game that is a bugged mess and not my pc since ALL other games run well.

Agree.
I suggested him a possible solution based on my experience, he wont to try and also accused me (reply modified a sec before my reply) to be a possible hacker only cause I suggest him to turn off windows defender.
