beyond my mistake of the vram, honestly, i have never seen an 8gb version before or even heard of one, every other point i made stands.
consoles struggle to hit 30fps on low settings, sorry if you have to be realistic about hardware limitations, but compared to a console your laptop is MILES ahead.
and again, you do not have a high end pc, you never have, you have what was at the time a very high end laptop, so i hope to god you didnt buy it recently (as in august / September onwards as if you did you got ripped off big time buying previous gen tech and i would ask for a refund and swap out to one with the far more powerful gtx1080, i only say this due to your small games library).
but with all that said, you are getting pretty much the fps i would expect you to be getting for the hardware, the game is crazy demanding especially on the cpu, and as with the gpu's laptop spec versions are very often slower than the desktop counterpart (though the latest 10 series seems to be damn close to the same finally).
you could try overclocking, but thats not really too advisable on a laptop due to already high heat generation due to the small form factor.
all this said, i forgot to check your screens res, but i am guessing it is 1080p, if its higher that fps is impressive, if its lower its a problem.

beyond that it is a simple case of understanding your hardware's limitations.
