I've upgraded everything apart from the music band. When I go back to Sammy's it has a mission title saying Renovate Sammy's. When I go back to that lady no mission starts, it only giving me upgrade option and I only have the music band left to complete it all in there.

Ernie is being held by Dixie Mafia in the abandoned house in the swamps. Maybe she told you about it already and you got the marker on the map?

I had to finish all available upgrades before she told me about Ernie.

The only missions I have left are Races, Are We Cool, Seems Simple Enough (and that mission is glitched because there's never a truck and enemies there) and Sammy's Renovation.Apart from the weed thing that has nothing to do with Sammy's.

According to the wiki, the Lil Ernie mission should trigger after 15 upgrades (there are 21 in total):

I found out I need to do a race and god knows what racing has to do with upgrading a bar. What building is Shorty in? Thanks.

I just had the same issue and saw this post. I thought I got all other upgrades but this helped me realize that there are more upgrades than what are shown. The menu scrolls.
